It's entirely possible to find a fight with low-level random mobs interrupted by a far more powerful enemy. If you enter a battle, F.O.E.s continue to take one movement action per round of combat and can join a battle in progress if they reach you before combat ends. Once they have seen you, many F.O.E.s will make their way toward you one space at a time, continuing to move even if you stop to pick up an item (since this is considered an action and your "movement"). Like you, most F.O.E.s can move once space at a time and will tend to spot you when you come into range.
